◎ へき地教育を高知から"輸出" 途上国が複式授業に関心 （2016.6.22、高知新聞）

モンゴル、バヌアツ、ウガンダ...。遠く離れた国々から６月、教育関係者たちが高知県を訪れ、
県内の学校を視察した。狙いは「へき地教育」。高知の教育にいま、海外から熱視線が注がれている。
「素晴らしい授業だ」
高知大学教育学部付属小学校（高知市小津町）の教室に感嘆の声が上がった。
アジアやアフリカなど９カ国の教育行政関係者１５人が、
６月１３日から２４日まで高知県内でへき地教育を研修した。
研修生たちがうなったのは、３・４年生の複式学級で行われた算数の授業。
教室の正面と左右の壁際に計３枚の黒板があり、この日は４年生が左の黒板で面積の計算を、
３年生が右の黒板で２桁の掛け算を学んだ。
高橋真教諭が左右の黒板を行き来し、児童の様子を確認しながら板書していく。
先生が反対側の黒板にいる時、子どもたちは各自で問題に向き合ったり、意見を発表し合ったりする。
「子どもたちが自ら考え、問題を解けるようにしている。素晴らしい技術だ」
パプアニューギニアの教員養成校の教員、ダネゲ・マリさんが興奮したように早口で言う。
パプアニューギニアでは山間部を中心に教員が不足しており、
一つの教室で異なる学年の子どもに同じ内容を教えざるを得ない状態だという。
「多学年を指導する技術や制度がない。こういう授業もあるのかと勉強になった」と喜んだ。

イオンは７月３日（日）、イオン船橋店を拠点として環境活動に取り組む
「イオンチアーズクラブ」の子どもたちの活動の一環として、
公益財団法オイスカ（以下、オイスカ）が主催する交流事業に参加し、フィリピン、
パプアニューギニアの子どもたちとともに環境をテーマに相互学習や交流を行います。
このたび「イオン チアーズクラブ」の子どもたちが参加するのは、
オイスカが世界各地で子どもたちの植林活動や環境教育活動を支援し
「ふるさとの未来のために貢献する力」を育むプログラム、
「子供の森」計画の２５周年を記念した「子ども親善大使交流事業」です。
同計画の参加国のうち、アジア地域と太平洋地域のそれぞれの代表としてフィリピン、
パプアニューギニアの子どもたちが来日し、イオン船橋店で活動する子どもたちとともに、
環境に関するワークショップや交流を行い、環境という国境を越えた課題に対し理解を深めます。
イオンとオイスカは、２０１２年の国連持続可能な開発会議（リオ＋２０）の際にも、
自然との共生に向けた共同宣言や植樹活動、討論会を共催するなど、
環境に取り組む子どもたちの交流に力を入れています。
イオンはこれからも、次代を担う子どもたちの「夢のある未来」の実現に向けて、
さまざまな環境活動に取り組んでまいります。

（動物の視点でそれぞれの国の環境や人間との関係を考え共有するワークショップ）
※終了後、イオン船橋店を環境視点で見学する「エコエコ探検隊」を実施

◎イオン チアーズクラブについて
公益財団法人イオンワンパーセントクラブの支援により、
小学校１年生から中学校３年生までの子どもたちを対象に、
環境に関する学習や体験の場を提供しています。
全国のイオン店舗を拠点として、地域の子どもたちが月に１回程度集まり、
イオン各店舗の従業員のサポートのもと、環境をテーマにさまざまな活動を実施。
現在、全国約４４０クラブ、約７,９００名が参加しています。本年度のテーマは「動物」。
今回のワークショップにも、そのテーマが反映されています。

◎公益財団法人オイスカ（ＯＩＳＣＡ）について
オイスカは国連承認の国際協力ＮＧＯで、１９６１年の設立以来、
アジア・太平洋地域の開発途上国を中心として、農林業開発、環境保全活動、
人材育成を推進しています。
１９９１年にスタートとした「子供の森」計画は、
子どもたちの学校や地域で行う植林活動や環境保全活動を支援し、
実践活動や環境教育を通して、子どもたちの「自然を愛する心」や
「緑を大切にする気持ち」を育みながら地球緑化を進めるプログラムです。
現在、３６カ国４,８００校を超える学校が参加しています。

Workshop on "Improvement of Monitoring system for logging operation plan
through steady operation of PNG-FRIMS" on 3rd June 2016
The Project workshop of the Capacity Development Project
for Operationalization of PNG Forest Resource Information Management System
(PNG-FRIMS) for Addressing Climate Change was held on the 3rd June, 2016
in the Boardroom of the headquarters of the PNG Forest Authority (PNGFA) in Port Moresby.
This workshop focused on one of the project outputs, "Improvement of Monitoring system
for logging operation plan through steady operation of PNG-FRIMS".
The objectives of the workshop were 1) to disseminate the current progress and
2) to examine effective use of tool, information and system to improve the monitoring system.
Participants in the workshop included officers from PNGFA HQ,
Area Office - Southern and West New Britain, Milne Bay Provincial Forest Office,
JICA PNG Office and Japanese experts of the Project.
At the beginning, Mr Goodwill Amos, Acting Managing Director of
the National Forest Service of the PNGFA congratulated the project team
for making progress in the Project and expressed his further expectation for the Project.
Subsequently, a JICA expert made a presentation on the progress of the Project
and the objectives of the workshop.
This was followed by some counterparts making presentations on
1) Current status and issues for monitoring of logging operation,
2) Introduction of new spatial information and new tool,
3) achievement of the GPS (Global Positioning System)/GIS (Geographic Information System) training and
4) example on use of new spatial information.
Thereafter, group discussions were conducted in order to discuss
effective method for monitoring of logging operation.
In the group discussions, participants discussed how they can address
the above mentioned current issues on monitoring of logging operation based on
1) current available spatial information and tool and
2) improved skill through the training. After the group discussions,
some effective methods were reported and further deployment of appropriate tool
and data was also suggested.
Project Director, Dr Ruth Turia, expressed her expectation to see
more results and outcomes of the Project in coming years, then thanked all the participants
for their participation in the workshop, and closed the workshop.
Project is planning to practice the examined effective methods in its pilot sites in the future.
