太平洋島嶼国リーダー教育支援プログラム（Pacific-LEDS）の研修の一環として、
3/31（金）にJICA留学生（研修員）との交流イベントを実施します。
もともとは、普段日本語を話す機会のない研修員に、生の日本語を使ってもらう機会を提供する、
という目的で企画しておりますが、来日中の大洋州の留学生と触れ合い、
リアルな異文化交流ができる貴重な機会と考えております。

JAPAN is the largest buyer of liquefied natural gas in the region
and is ready to share its experience of LNG and expand into the Asia-Pacific LNG market.

Yuki Sadamitsu from the Japanese Ministry of Economy, Trade and Industry, said
Japan remains the largest buyer of LNG in the rapidly growing LNG market in Asia.

Mr Sadamitsu made these remarks in his keynote address yesterday
at the Petroleum and Energy Summit at the Stanley Hotel in Port Moresby, Papua New Guinea.

"Japan remains to be a large buyer of LNG for the foreseeable future.

"LNG demands will be larger than the government estimate.

"Japan is ready to collaborate with global,
especially Asia-Pacific partners to develop and expand the LNG market.

"This of course, includes cooperation between the energy producing
and the consuming countries," he said.

Japan is a consumer of mixed energy sources such as fossil fuel, oil, coal, LNG
and others and is looking at reforming its energy market.

"Japanese LNG market is under drastic reform of liberalisation,"
Mr Sadamitsu added.

As part of Japan's strategy for LNG market development,
they are looking at three pillars which are tradability, infrastructure,
and price discovery including market expansion to move forward.

"If you look globally, Asia is the most rapidly growing LNG market.

"Asia LNG import will almost double by 2030.

"We, the Japanese government and companies are ready to cooperate with
Asian countries to share know-how of LNG and expand the Asia-Pacific LNG market.

"We will work on the LNG strategy for Asian countries this year,"

米エクソンモービルのダレン・ウッズ最高経営責任者（ＣＥＯ）は１日に開いた
2017年の経営方針説明会で、パプアニューギニアの液化天然ガス（ＬＮＧ）の液化能力を
20％増強する方針を示した。
アジア・太平洋でＬＮＧ事業を強化し、世界最大のＬＮＧ輸入国である
日本向けなどの輸出に力を入れる。

　ウッズ氏は米国務長官に就任したレックス・ティラーソン氏の後任として
１月１日付でＣＥＯに就任。
この日の説明会が実質的に公の場でのお披露目となった。

　ウッズ氏は原油市場の先行きについて「より（需給の）バランスが取れてはくるが、
不確実性は残る」と述べ、変動の大きい地合いが当面続くとの見通しを示した。

　2017年は投資を前年比14％増の220億ドル（約２兆5000億円）と４年ぶりに増やすが、
ウッズ氏はさらなる投資の上積みには慎重。
20年ごろまで投資額を年間250億ドル程度にとどめるとの見方を示した。

　今後の重点強化分野のひとつにパプアニューギニアの天然ガス・ＬＮＧ事業を挙げ、
ＬＮＧの生産能力を増強する方針を明らかにした。
ＬＮＧ市場は40年までに15年の2.5倍に膨らむとみて、
16年に買収を発表したインターオイルの上流権益から一環でガス事業を強化し、
アジアでのコスト競争力を高める。

　シェールについては米国だけでなくアルゼンチンでも事業を強化。
米国に比べアルゼンチンのシェールのコストはまだ２～３倍高いと見ているが、
鉱区の質は米国並みに高いとみて本格的に取り組む考えだ。

Kumul Petroleum Holdings Limited, yesterday, signed strategic agreements
with two Japanese companies to develop and sell Papua New Guinea's oil and gas resources.

A heads of agreement with LNG Japan and a Memorandum of Understanding with Metal One Corporation
were signed on the fringes of the country's first ever Energy Summit held in Port Moresby, yesterday.

KPHL and LNG Japan now form a joint venture aimed at purchasing and selling PNG's LNG.

KPHL is an existing shareholder in the multi-billion-Kina PNG LNG project
and this arrangement would enable it to enter into the LNG market.

Managing Director Wapu Sonk said the signing of the agreement is strategic
and also very critical in Kumul Petroleum taking a step forward in taking part in
marketing some of the LNG together with partner LNG Japan.

"The heads of agreement will allow the companies to start working on the joint venture
going forward with the PNG LNG project to take advantage of some of the spot market.

"The long term contracts are fixed, but there is opportunity in taking up
some of the spot market cargoes and selling them to Japan and other markets around the world,
Mr Sonk said.

"LNG Japan has experience in the business and KPHL as a shareholder in the PNG LNG project,
we would like to work together and build on each others experience, he said.

President and Chief Executive Officer of LNG Japan, Norikazu Onishi, said
the firm is happy to be here as a strategic p52artner with the country
not only in oil and gas but also in other areas such as education.

KPHL also signed another milestone MOU with Metal One Corporation to participate
in the Western Pipeline Project.

This now enables Metal One Corporation to partner KPHL in its plan to build
the proposed pipeline to transport gas from the stranded field
in Western Province to Port Moresby.

Managing Director, Wapu Sonk, said Metal One would supply steel and finance
for the proposed pipeline announced in December.

Deputy Division COO Metal One Corporation, Atsushi Saiki, said
they have been contributing to PNG's economic growth through
the supply of steel products for the petroleum industry through their mother company,
Sojitz Australia.

He said under the MOU with KPHL, they will provide high quality Japanese line pipes
for the Western Province pipeline.

"We have an MOU with Kumul Petroleum Holdings Limited
regarding Japanese high quality line pipe supply for the strategic pipeline
which will be very important for effective utilization of undeveloped precious oil
and gas resources that you have in your country in Western Province,"Mr Saiki said.

The milestone agreements were witnessed by Minister for Petroleum and Energy,
Nixon Duban, and Japan's Ambassador to PNG, Satoshi Nakajima.

Speaking at the event, Mr. Duban said the arrangements are a confidence
in their government.

"For them to allow themselves to be part of Kumul in this very important joint venture arrangement
shows confidence in our government and confidence in our resources
that we have that we can also supply the energy market in the world.

"On behalf of the government and the Prime Minister Peter O'Neill
would like to express our gratitude to the delegation who have come.

" We have, in couple of the big conferences around the world,
we've marketed PNG as an investment destination.

"While there are critics who are downplaying our ability as a nation,
while people are criticising the government,
you can see the kind of work that's attracting interest from the international community,"
Mr Duban said.

"PNG is an investment destination that will be there for a very long time
because of the strategic position that we enjoy closer to the border of the Asian market
which has a high energy demand."

Ambassador Nakajima, on the other hand,
described the agreements as a significant milestone for both countries.

日本の厚生労働省は、ミャンマー・パプアニューギニアのビスマルク諸島・
ミクロネシアのトラック諸島の3箇所に、戦没者遺骨収集派遣団をそれぞれ派遣する事を発表した。

日本政府は、戦没者の遺骨収集を推進し計画的に実施するために
「戦没者の遺骨収集の推進に関する法律」を閣議決定し、
この法律に基づき厚生労働省が各種機関と協力の元で遺骨収集を実施している。
今回の遺骨収集は、この法律に基づき実施されるものである。

「平成28年度 ミャンマー戦没者遺骨収集派遣」を3月8日から23日までの日程で、
「平成28年度 ビスマーク諸島戦没者遺骨収集派遣」を3月10日から23日の日程で、
「平成28年度 トラック諸島戦没者遺骨収集派遣」を3月11日23日の日程でそれぞれ実施する。

ミャンマーには、一般社団法人の日本戦没者遺骨収集推進協会の9人と厚生労働省職員の1人が派遣される。
現時点の予定では、トンザン地区・チカ地区・テディム地区において遺骨収集を実施する。
各地では、政府機関への表敬訪問や追悼式なども実施する。

アメリカ地質調査所(USGC)によると、地震の規模を示すマグニチュードは6.5、深さは約29kmと見られます。

　国連加盟１９３カ国のうち、実に９４・３％にあたる１８２カ国が締結している
「国際組織犯罪防止条約」なるものをご存じだろうか。

　これを締結していない国とは、イラン、南スーダン、ソマリア、コンゴ共和国、
ツバル、フィジー、ソロモン諸島、パラオ、パプアニューギニア、ブータン、
そして日本を入れた１１カ国だ。言うまでもなく、先進国では「日本だけ」である。

　テロ組織が世界に多数存在し、一般市民の安全が脅かされている今、
日本がこの条約を締結していないことには、誰もが首を傾（かし）げるに違いない。
「日本はなぜ入らないのか」「何か都合の悪いことでもあるのか」
－－国際社会からそんな訝（いぶか）る声が出るのも当然だろう。

　悪質な組織的国際犯罪からどう国民を守るか。
そして、平穏に暮らす罪もない一般の人々が無慈悲に殺される無差別テロをどう防ぐか。
それは、世界共通の課題であり、同時に国にとっては、国民の生命・財産を守るという
最大使命を意味するものでもある。

そのために各国は情報を提供し合い、あらゆる策を講じようとする。
だが、日本はそこに参加できない。なぜか。

　この条約を締結するためには、重大犯罪を行うことを「共謀する罪」か、
もしくは、組織的犯罪集団に「参加する罪」のいずれかを国内法で制定しておかなければならない。
しかし、日本では、過去３度も廃案になり、いまだにその法律がないのだ。

◎パプアニューギニアとの出会い～早稲田大学収蔵コレクション～

大隈記念タワー１０階１２５記念室　

現在早稲田大学に所蔵されているオセアニア民族造形美術品は、新潟県石打村（
現南魚沼市）出身の故・今泉隆平氏が収集したもので、
埼玉県鶴ケ島市に寄贈されたのち、2010年に本学へと寄贈されました。
内容はパプアニューギニアの精霊像や仮面、楯や槍などの武具、
土器や木器など多岐にわたります。
その中には、キリスト教や貨幣経済の導入によりパプアニューギニアの伝統的な生活が
徐々に失われつつあるという状況から、現在では制作されなくなったものもみられます。
本学の所蔵点数は1,000点以上と国内有数の規模を誇り、
大変貴重な資料群であると言えます。
また、本学考古学研究室によるパプアニューギニア現地調査も継続して行われております。
本学の所蔵するこれらの資料と本学による研究活動を広く学内外に紹介するため、
オセアニア民族造形美術品を紹介する展覧会を開催いたします。
