◎ フィリピン・パラオ・硫黄島等で戦没者慰霊事業 (2018.2.5、 アセアン情報サイト)

日本の厚生労働省は、東部ニューギニアとパラオ諸島における戦没者の遺骨収集と、
フィリピンと硫黄島での慰霊巡拝を実施する事を発表した。
東部ニューギニアでの戦没者遺骨収集は、2月14日から3月1日にかけて実施される。
この収集には、一般社団法人の日本戦没者遺骨収集推進協会の19人と
厚生労働省の職員3人の合計22人が派遣される。
一行は14日に成田で結団式を実施した後に、翌日にパプアニューギニアの首都ポートモレスビーに到着する。
その後は、パプアニューギニア国立博物館表敬訪問、
マダン州・オロ州・モロベ州・アイタペ行政府などの政府機関への表敬訪問、
遺骨受領、洗骨・遺骨整理、現地追悼式等を行う。
パラオ諸島での戦没者遺骨収集は、2月24日から3月8日にかけて実施される。
この収集には、日本戦没者遺骨収集推進協会の14人と厚生労働省職員の1人の合計15人が派遣される。
一行は、24日に結団式を実施した後に、翌日にグアムに到着する。
その後は、在パラオ日本国大使館やパラオ共和国関係機関への表敬訪問を行い、
遺骨収容・遺骨鑑定作業を行う。
フィリピンで慰霊巡拝は、2月16日から23日にかけて実施される。
この巡礼には、遺族の50人と厚生労働省職員の6人の合計56人が参加する。
一行は、16日に結団式を実施した後に、17日にマニラに到着する。
その後は、クラーク・ミンダナオ・リザ-ル・ラグナ・ピナバカン・レイテ・アルベラ
・マニラ・オロンガポ・ベンゲット・サンフェルナンド・ミンドロ・ルパンなどにおいて巡礼を行い、
22日に比島戦没者の碑で合同追悼式を行う。
硫黄島での慰霊巡拝は、20日から21日にかけて実施される。
この巡礼には、遺族の42人と厚生労働省職員の10人の合計52人が参加する。
一行は、20日に結団式を実施した後に、21日に硫黄島に到着する。
その後は、現地の硫黄島戦没者の碑の前で合同追悼式を実施し、同日中に帰国する。

◎ Dow Ready Respond Weather Disasters (2018.2.1、 Post-Courier)

The Department of Works has taken proactive measures to deal with
ongoing bad weather affecting the road network, Works Secretary David Wereh said.
He said yesterday the department had K10 million to attend to emergencies
but that is expected to increase if the monsoonal wet weather continues
because it poses more threats to the roads and bridges networks.
He said the continuous days of rain experienced throughout the country had caused flashfloods,
landslips, landslides and flooding, washing away bridges and sections of the highways.
He said part of the Highlands Highway at Okiufa,
outside Goroka is half closed after flood washed away part of the culvert last weekend.
He said the Works responsive team will start work on the section to reconstruct
and full restore accessibility by reconstruction of the other half washed away
after landowner issues were resolved.
He acknowledged the understanding and mature approach reached by the landowners.
He said apart from doing major critical maintenance between Young Creek and Watarais,
the creek changed course and destroyed homes, properties and washed away sections of the highway,
and the department's responsive team was working on the affected section.
Mr Wereh said in the West New Britain province,
the Bialla highway is cutoff after the Ivilu River flooded and covered the bridge.
He said as soon as the flooding subsides,
the provincial team would fix and restore the bridge as the bride is said to be intact.
He said in partnership with Japan aid agency JICA and Asian Development Bank,
the Ivulu and Taire Bridges will be fix using latest high design standards
to withstand the flooding for a long-term solution.
Mr Wereh said in the West New Britain,
a culvert between Kokopo and Kerevat was washed away in high flooding and works officials
have been dispatched to work on a temporary bypass while they work on restoring the main culvert.
He said the high flooding in the Markham Valley,
the Markham River is also threatening and eroding the side of the Highway.
He said a repair team will be doing bank protective work from future destruction to the highway.
Mr Wereh also said the Kassam Pass section of the Highlands Highway has also been cleared.

◎ Japan To Open Sewerage Project (2018.2.7、Post-Courier)

As a sign of appreciation and collaboration with
the 2018 Asia-Pacific Economic Co-operation Leaders' Summit calendar,
Japan Prime Minister Shinzo Abe is set to open the Port Moresby sewerage system upgrading project
alongside Prime Minister Peter O'Neill.
Set for completion in April, the K365 million upgrade would be ready before the summit in November.
Head of utility company Eda Ranu's project management unit, Joseph Jangett, said
as of October last year the project was at 70 per cent completion.
"Most of the sewer pump stations are coming to completion.
Little bit of work needs to be done. All in all it should be commissioned and tested before APEC.
Also in the APEC calender, Mr O'Neill and Mr Abe will launch the completed project."
Mr Jangett said the new system would now pump treated sewerage waste out to sea.
"The current one is used to collect the household sewer at the old Sea Park (downtown)
which pumps untreated sewerage into the sea.
There is another one at Davara and another one at Lawes Road.
Those are the ones collecting and doing primary treatment and screening suspended solids
and directly pumps it out to sea.
This project is to basically get all that's collected
but pump it back to our new Joyce Bay treatment plant.
From there it will be treated and we will pump that treated waste water into the sea
so that is governed by WHO standards."
The new sewerage system will cater for 18,400 cubic metres of waste at any one time
to support a population of 65,000 people and caters for the coastal catchment areas from Kaugere,
central business district (downtown), and Konedobu.
