講師略歴
講師略歴 岡山県岡山市生まれ。専門は文化人類学・民俗学。
早稲田大学大学院文学研究科博士課程を経て、現在、早稲田大学、明治大学、
東京芸術大学などで教壇にたつ。
2006年度岡山民俗学会賞受賞。
共著に『桃太郎は今も元気だ』、『珊瑚の文化
誌』（2008年度第28回寺田寅彦賞）、翻訳書に『アメリカの空へ』などがある。
  伝統の観光活用に関心をもつ。パプアニューギニアの自然と人びとに魅せられ
て、その多様な文化の魅力を伝えたいと考えている。

真集『顔！』（マウントハーゲンの祭りで撮影されたもの）の企画・解説などを
担当した。

apan has a long-standing relationship with Papua New Guinea and
is committed to supporting various basic infrastructural projects in the country
through its Grassroots Grant Programme, says Ambassador Satoshi Nakajima.

He was speaking yesterday in Port Moresby at the signing of
four grant contracts worth K2.2 million through the Grant Assistance
for Grassroots Human Security Projects (GGP)
under Japan's Official Development Assistance (ODA) programme in PNG.

This brings the total number of Japanese projects in the country up to 299 since 1989.
The four successful recipients of the GGP funding are:
•    Warenge Komba Foundation in Enga (K1,366,315);
•    Kanjalapos Elementary School in Enga (K280,000);
•    Enga provincial health authority (K282,177); and
•    Wuriboiru Primary School (K285,498) in Buin, Autonomous Region of Bougainville.

"The Government of Japan is pleased to support the people of Wapenamanda district
with the construction of a steel bridge near Imagapos village," Nakajima said.

"This vital infrastructure stands to benefit as many as 20,000 people in the area,
enabling them to have access to important services such as medical care and economic opportunities."
Nakajima said health services in Enga would be boosted with
the donation of six ambulances to six district health centres.

Sixteen staff of the National Forest Authority (NFA) are currently attending
a drone usage for forest monitoring training workshop in Port Moresby.

The two-week workshop started on Monday, and will end on Friday, March 1, 2019.

The workshop participants are from the Southern region office based in Port Moresby,
Area West Regional office in West New Britain Province, Eastern Highlands,
Bulolo forest plantation in Morobe Province, Kuriva forestry project outside Port Moresby,
and within headquarters, Port Moresby.

The training is being held under the PNGFA-Japan International Cooperation Agency (JICA) project titled:
Capacity Development for Operationalization of PNG Forest Resource Information Management System (PNGFRIM)
for addressing climate change.

Workshop facilitators are therefore from both the NFA and JICA.
PNG is blessed with a wide expanse of forest which would support human life
through its wise use in harmony with environmental benefits; however,
logistical limitations hinder NFA from fully managing the forest.

The training is aimed at addressing manpower and technology constraints
 with the participants handpicked from the different forestry locations
to learn and upon their return, share their knowledge;
increasing NFA's capacity in the long run.

The training has a week of theory exercises followed by hands-on training using the drone at Kupiano;
four hours' drive out of Port Moresby.

太平洋島嶼国の若手行政官グループの一行が、日本の外務省の戦略的実務者招へいプログラムの一環として、
2月12日から2月19日までの日程で来日した。
日本の外務省では、太平洋島嶼国との関係を強化する観点から、
太平洋島嶼国のグループの招へいプログラムを毎年実施している。
今回の招へいプログラムでは、『自由で開かれたインド太平洋』を踏まえて、
自由で開かれた持続可能な海洋を重視し海上法執行を含む海上保安分野の能力構築支援などの実施を表明した
PALM8のフォローアップの観点から「海上保安・海洋安全保障」をテーマとして掲げて実施された。
参加した者は、ミクロネシア連邦・トンガ・バヌアツ・パラオ・キリバス・マーシャル諸島・ツバル・サモア・
ニウエ・パプアニューギニア・フィジー・ソロモン諸島・クック諸島の海上保安・海洋安全保障に携わる
若手行政官となる。
来日した13人の若手行政官は、外務省・水産庁・国際協力機構(JICA)等の関係省庁と関係機関から、
日本の海上保安・海上安全保障の分野の取組について学び意見交換を実施した。
また、陸上自衛隊市ヶ谷駐屯地や海上保安庁横浜海上防災基地の視察を実施した。
2月14日に開催された「太平洋島嶼国海洋セミナー」では、水産研究・教育機構、
海上保安庁及び防衛研究所の専門家から講義を受けた。
また、沖縄県那覇市滞在中に、防衛省海上自衛隊第5航空軍視察や沖縄県庁表敬を実施して交流を深めた。

PNG Defence Force Commander Gilbert Toropo has described his military band members
as "best and well trained" under Japanese mentorship.

Band members were taught how to play three categories of instruments
under the support of Japan International Cooperation Agency (Jica) since 2015.

They performed with brass instruments, wood wind instruments, string and percussion instruments,
with drums and cymbals, during a farewell concert for their Japanese maestro Katsuo Mizushina.

The ceremony was attended by Toropo, Major Rapael Oa,
representatives of Jica and Japan Ambassador Nakajima Satoshi.

Toropo thanked Mizushina for taking the PNGDF band to the next level.
"We hope that we can continue to keep in touch," he told him.
"You can come back once a year following on your development."

Mizushina said it was great opportunity to leave a legacy behind for the two countries to carry on.
Toropo said this was the first project of its kind in the PNGDF.
"We are happy that now we have a fully-fledged PNG Defence Force brass band.
"We have received invitation to participate in an occasion in Sydney on October this year."
Toropo urged band members to continue the great tradition of the PNGDF.
He said the same band played in the Apec leaders' official dinner last November in Port Moresby.
There are eight women and 34 men in the band.

◎　ナウルで初の気象観測始まる：大洋州で気象人材を育成　（2019.2.28、JICA PNG事務所　）

南太平洋に浮かぶ島国ナウルで、2018年12月22日、初めて気象観測が始まりました。
この観測データが国連専門機関の世界気象機関（WMO）の通信網によって世界中に通報された瞬間、
ナウル気象局内に大きな拍手が巻き起こりました。
気象局のグレイメア・イカ職員は「これから自分たちがこの国の気象サービスを担っていくんだ」と
決意を新たにします。

グレイメア職員は、JICAが大洋州の気象人材の育成に向けたプロジェクトで
気象観測に関わる技術や知識を一から身につけたナウル気象局の初の職員です。
このプロジェクトにより、ナウルをはじめ、大洋州での気象業務が強化されることは、
この地域のみならず、日本をはじめ地球規模での気象予測の精度が上がることにつながり、
世界各国の気候変動対策や気象災害への備えなどに大きく役立つことが期待されます。

JICAは、2014 年から4年間、フィジー気象局を拠点に大洋州10ヵ国の気象人材の育成に取り組みました。
各国気象局は限られた予算やスタッフの中で気象観測業務を実施していますが、
その技術や経験は十分とは言えません。
なかでも、唯一、気象局がなかったナウルについて、
「政府は、気候変動に向けた対応への意識が高まるなか気象業務を開始したいという意向はあったものの、
知識も人材もなく、まったくのゼロからのスタートでした」と言うのは、
プロジェクトチーフの黒岩宏司専門家です。

約30年にわたり、フィジーをはじめ大洋州での気象観測・予報システムの
整備や気象人材の育成に携わってきました。
