　3月13（水）、中嶋大使は、モロベ州マーカム地区シンシン変電所建設予定地で行われた
ラム系統送電網強化事業の起工式に出席しました。
　式典にはサム・バシル通信情報技術・エネルギー大臣に加え、モロベ州選出の国会議員2名、
ジョー・カパ国家計画省副次官、ピーター・ヌピリPNG電力公社会長や
遠山峰司JICAパプアニューギニア事務所長など多数の関係者が出席しました。
式典会場は、1，000名を超える地元民に取り囲まれ、熱狂に包まれました。

　バシル大臣はスピーチの中で、プロジェクトがモロベ州の住民生活向上と
産業発展に大きく寄与すると紹介すると共に、
日本のこれまでのパプアニューギニアへの数々の支援に謝意を述べました。
　中嶋大使はスピーチの中で、本プロジェクトがレイ市や周辺の住民の生活改善のみならず、
レイ市周辺の産業の発展とPNG経済全体の発展に寄与するものであり、
更に昨年11月のAPEC首脳会議でPNG、日本、オーストラリア、米国、ニュージーランドの間で署名された
PNG電化パートナーシップに大きく貢献するプロジェクトであると述べました。

国際協力機構（ＪＩＣＡ）の元ＪＩＣＡ海外協力隊員で、
伊那市内の産婦人科医院に勤める助産師・下野理紗さんが、
ＪＩＣＡが製作した協力隊の募集ポスターに起用された。
パプアニューギニアの病院で赤ちゃんの面倒をその子の母親と共に見る姿が写っている。
全国各地の公共施設などで掲示されている。

ＪＩＣＡは春と秋の年２回、協力隊員を募集し、そのたびにポスターを作っている。
活動内容が伝わりやすい助産師という職種であること、
現地の人と一緒に活動する好事例であることなどから、下野さんの写真を今回使用した。

下野さんは「命に関わる仕事をしたい」と考えて助産師になり、県内の病院に６年間勤務。
その後、「海外のお産事情を知りたい」と協力隊に応募し、
２０１４年から１６年までボリビアの病院で、
昨年７月から１２月までパプアニューギニアの病院で助産技術の指導にあたった。

「妊娠時のエコー検査が普及していない」「若年出産が多い」│。
開発途上国の課題を知った下野さんは妊娠や出産に対する人々の意識を高めようと、
日本における男性の育児参加の例や妊婦の体にかかる負担を紹介するワークショップを精力的に開催した。
その結果、父親たちが積極的に子育てに協力し始めたり、子どもをいつ、
何人持つかを真剣に考えるようになったりしたという。
ポスターを初めて見た時の気持ちを下野さんは
「現地の同僚で仲が良かった母親と一緒になっている写真を撮ってもらい、
親子の幸せそうな表情も見れてうれしかった」と振り返る。
ポスターを目にする多くの人たちに向けて「異文化に踏み出す楽しさ、命の大切さ、
赤ちゃんのかわいさを感じて、協力隊の活動に興味を持っていただければ」と語っている。

THE inauguration of the Port Moresby sewerage system on Friday will see less impact
caused on the environment and marine life,
Minister for Public Enterprise and State Investments William Duma says.

It is the only modern sewerage system developed in the Pacific.
Duma, who launched the project with the ambassador of Japan to PNG, Satoshi Nakajima, said
the project cost around K400 million and was funded by the governments of PNG and Japan
through the Japanese International Cooperation Agency.

He said the project showed the robust and genuine relationship
that existed between the two countries.

Duma said the Port Moresby was a coastline city with rich marine inhabitants,
 large mangroves systems, pristine coral reefs, sea grass beds and sandy beaches.
He said the city was experiencing rapid growth in population.

Previously, untreated sewerage from the Port Moresby south catchment area
 had been disposed directly into the sea at Ela Beach
but with the development of the treatment facility at Joyce Bay, near Kilakila,
sewage would be treated and refined and then sent into the open sea off the shores of Joys Bay.

"This has put more pressure on one of our vital infrastructures in the city,
the sewerage system, especially the volume of untreated sewage in the city
being discharged into city's coastline," Duma said.

"This will protect our ecosystem.
This will be a future guarantee for generations to come
and it will also help increase the potential we have in tourism activities.

"These major infrastructure projects under the O'Neill Government have helped our city
become a safer and better city to live in.
The new sewerage project help us to properly treat our waste before discharging them into the sea."

THE chief representative for the Japanese International Cooperation Agency (JICA) PNG office,
Takashi Toyama, has asked the government to take necessary measures
 to utilise the upgraded Joyce Bay water sewage treatment plant
following the opening of the multi-million kina facility.
Mr Toyama said collaboration and sustainability could help stimulate industries in the city.

This is with the provision of quality sewerage services
and prevent pollution from flowing into the sea on the southern coast of Port Moresby.
"The first point is collaboration," he said.

"A good working relationship between Kumul Consolidated Holdings,
the Department of Treasury,
JICA and other stakeholders has enabled the smooth implementation of the project.

"I would applaud your hard work in bringing this project to completion.

"But it is vital that all stakeholders continue to work together
in order to ensure the actual success of the project."
Mr Toyama urged the government to provide continuous operation and maintenance of the facility.
"I hereby request the government of Papua New Guinea
to take necessary measures to fully utilise this facility," he said.

The families when speaking to the Post-Courier yesterday said
they have innocently became victims of the rubbish that were left behind by either
these three countries during the 'Battle of Wau'
and are requesting the embassies of Australia, United Stated of America and Japan
in the country to invite their military forces to come and identify the bombs discovered.

Family representative Steven Timothy, who is also the eldest of the victims,
said despite numerous reports with the help of the Post-Courier newspaper
in airing their concerns for help,
there have been no positive response from the government since.

Mr Timothy said the Papua New Guinea Defence Force (PNGDF) did responded
to carry out the bomb disposal exercise however were advised
that they will need adequate funding from responsible authorities
to fund their mission because of the high risks involved.

He said this year will be the family's 10 years of struggle in knocking on government doors
to seek help and they have not been getting any response
from the government regarding their plea for compensation.

"Our question is why is it taking so long for our government to support us
by informing responsible countries to recognise our family members
 who are suffering with permanent injuries," said Mr Timothy.

"These bombs were made and brought into this country by either of these three countries
during WWII to destroy themselves however my family members'
lives were totally destroyed because of their mess left behind.

"Is the government waiting for evidence, we discovered two other bombs after nine years
since the first explosion in 2010
and why is the responsible government authorities not responding to us.

"We have been going and coming to get reports of the bombs from the provincial disaster office
and PNGDF here in Lae however the reports have been misplaced.

"While in the process of investigating the bomb incident,
my family accidentally discovered another pair of bombs similar to the previous one that exploded.

"It is also evident that the Battle of Wau was fought on January 29, February 4, 1943,
which was a battle in the New Guinea campaign of World War II

先月、米国ワシントン大学（シアトル）の Institute of Health Metrics and Evaluation
（保健指標評価研究所、略称 IHME）が「At what age do you feel 65?
（あなたが65歳の身体を自覚するのは何歳の時？）」と題した記事で、
英国公衆衛生誌「THE LANCET Public Health」オンライン版（2019年3月1日号）に
掲載された研究を紹介した。

「Measuring population ageing: an analysis of the Global Burden of Disease Study 2017」と題された
この研究は、同研究所の研究員Angela Y. Chang氏を中心とする国際研究チームが行った
「世界平均の65歳と同等の健康度」の国際比較に関するもの。「
障害調整生存年（Disability-Adjusted Life Year、略称 DALY）」という指標を使い、
「世界平均の65歳と同等の健康度に達する年齢」（世界平均の65歳DALY年数に達する年齢）を
国ごとに算出して比較するというユニークな手法を採用した。
つまり、その年齢が65歳よりも高い国の健康度は世界平均よりも高く、
65歳よりも低ければ世界平均より低いということになる。
上位10ヶ国と下位10ヶ国の顔ぶれは以下の通りで、
最も年齢が高い日本では76歳で世界平均の65歳と同等の健康度となった一方、
最も年齢が低いパプアニューギニアでは46歳にして世界平均の65歳と同じ健康度という、
国によって最大30年の開きがあることが判明した。

この研究では同研究所が別プロジェクトとして1990年から2017年までの期間に
195ヶ国を対象として実施した疾病による経済負荷（Global Burden of Disease 略称GBD）の調査結果から、
虚血性心疾患や慢性閉塞性肺疾患（COPD）など加齢との関連度が高い92種類の疾患による影響を
「老化に関連する疾患負荷（age-related disease burden）」として算出した。

　国土交通省は５日、官民一体となったインフラシステムの海外展開に向けた取り組みの指針となる
「国土交通省インフラシステム海外展開行動計画２０１９」を決定した。
「川上」から「川下」まですべての段階を通した政府の関与強化を掲げ、
日本企業がプロジェクトに参入しやすい環境構築に取り組むことを強調。
プロジェクト獲得後も継続的に関与する方針を示し、運営・メンテナンスや経営への参画を支援する。
今後注視する海外の主要プロジェクトには、計８３件を選定。ヤンゴン内環状道路整備事業など新規１８事業を追加した。
　主な分野別の取り組み方針を見ていくと、
水資源分野では水資源機構や日本下水道事業団が持つ公的な信用力や専門的な技術・ノウハウを活用して
相手国政府に対して具体的な提案を実施する。
２０２０年１０月に熊本で開催するアジア太平洋水サミットに向け、
各省と連携した取り組みも推進する。

　港湾分野では質の高い港湾建設技術、効率的な港湾運営ノウハウ、
臨海部の産業立地と港湾整備・運営を一体的に行う面的・広域的開発などの強みのプロモーションを実施する。

　日本の基準や制度を国際標準にするため、
ベトナム港湾技術基準の制度構築支援や国際航路協会などの国際組織との連携強化を進める。
　空港分野では海外インフラ展開法の枠組みを活用し、
ミャンマーやモンゴルでの空港運営事業への本格的な参入を実現。
ＯＤＡ（政府開発援助）による支援国など参入しやすい地域においては、
これまでの参入実績や経験から得られるノウハウや認知度を活用し、
既得案件のある国でのさらなる案件獲得に向けた取り組みを推進する。
　インフラシステム海外展開行動計画は１６年３月に策定、毎年度改定している。
経協インフラ会議で決定した政府全体のインフラシステム輸出戦略のうちの、
国交省の取り組みを明記している。
