海上保安庁は、法の支配に基づく海洋秩序維持のために、アジア・アフリカ・大洋州各国の
海上犯罪取締り能力を向上させるための研修を6月24日から7月18日にかけて開催することを発表した。
海上保安庁は、アジア・アフリカ・大洋州における海賊対策をはじめとする海上犯罪取締り能力の向上を図るため、
6月24日から約1か月間にわたり各国海上保安機関の現場指揮官クラスを招へいし、
独立行政法人の国際協力機構(JICA)の枠組みによる「海上犯罪取締り」研修を実施する。
この研修は、平成13年度から毎年日本で実施しているものであり、今回で19回目を迎える。
研修に参加する国は、ASEAN地域のインドネシア・マレーシア・ベトナム・フィリピン、
アジア地域のモルディブ・スリランカ・東ティモール、アフリカ地域の
ジブチ・ソマリア・ガーナ・ガボン・ナイジェリア、
大洋州地域のソロモン諸島・パプアニューギニア・パラオ・ミクロネシア、の合計16か国の19名となる。

予定している主な研修カリキュラムは、
「海賊、密輸・密航等の国際犯罪の取締り等に関する講義」
「捜査活動に関する実技」「海上保安庁の各施設見学」「制圧訓練」となる。
予定している施設見学は、福岡県北九州市の第七管区海上保安本部で保安本部表敬訪問、
福岡県北九州市のJICA九州国際センターで捜査資機材取扱説明と捜査資機材取扱実習、
広島県呉市の海上保安大学校で教育訓練体制の概要説明と海上保安大学校施設見
学と国際法講義、
神奈川県横浜市の横浜海上防災基地で保安部長表敬訪問と施設見学と制圧訓練、
東京都立川市の海上保安試験研究センターで研究センターの業務概要紹介、
福岡県北九州市の関門海峡海上交通センターでセンター見学、
福岡県福岡市の福岡航空基地で航空基地見学、となる。

　日高町比井の美術家、吉田恭さん（６２）の写真展が２２日から９月３日まで、
同町志賀（柏）の喫茶店「Ｃｏａｓｔ　Ｃａｆē楽」で行われる。
「建築、装飾に見るフランスの美」をテーマに、
今年４月の火災前に撮影したノートルダム大聖堂、ベルサイユ宮殿、オペラ座など１９点展示。
吉田さんは「作品を通じて、フランス人の芸術に対する発想の豊かさ、
こだわりの強さを知ってもらえれば」と話している。

吉田さんは多摩美術大学を卒業後、１９８７年、青年海外協力隊（美術隊員）でパプアニューギニアに赴任。
その後、ＯＤＡ（政府開発援助）分野に進み、オセアニア、中東、
アフリカ地域で実施された技術協力プロジェクトに携わり、
通算２０年間を海外で過ごした。１６年１月から日高町に戻り、
現在は母校の日高高校で非常勤講師（海外交流アドバイザー）を務めている。
　吉田さんは妻がフランス人で、同国とのかかわりが深く、
フランスには、多くの美しい古い建物があることを地元の人に知ってもらいたいと思い、
Ｃｏａｓｔ　Ｃａｆē楽のオーナーで同級生の湯川克巳さん（６２）の協力で作品展を開催することになった。
作品は１１年から今年にかけて撮影した多くの写真の中から、
中世～現代の代表的な建造物１９点の画像を補正し、
アーティスティックな作品に仕上げられている。
　作品には建造物の概要や時代背景などを書いた説明文も添える。
吉田さんは「バラエティーに富んだ建築や装飾の美しさに焦点を当てています。
古い建物も新しい建物にも芸術性があり、日本人とはまた違うフランス人の芸術センスを見ていただければ」と話している。
　入場は無料。期間中飲食した人は、後日使用できる１００円割引券をもらえる。
　展示時間は午前１０時から午後６時まで。水・木曜定休。

液化天然ガス（ＬＮＧ）のスポット価格の低迷を受け、
ＬＮＧの長期供給契約の更新で値下げ圧力がかかるとみられることから、
オーストラリアのＬＮＧ輸出が今後２年間で数十億豪ドル減少するリスクがある――。
金融クレディ・スイスのアナリストのカボニッチ氏が指摘している。
21日付オーストラリアン・ファイナンシャル・レビューが伝えた。
カボニッチ氏は20日のオーストラリア・エナジー・カンファレンスで、
一部の日本のバイヤーと結んでいるＬＮＧの長期供給契約の価格が現在のスポット価格の２倍に上っていると説明。
今後数年間はこの傾向が続くとの見方を示している。また、ＬＮＧの供給過剰も、
日本をはじめとするアジアの顧客と結んでいる長期契約の今後の価格設定に影響を与える見通しという。
アジアの顧客とのＬＮＧの長期供給契約では通常、ＬＮＧ価格が原油価格と連動している。
同氏によれば、新規契約のＬＮＧ価格の引き下げは、既存契約の更新時にも影響を
及ぼす見通し。特に日本のバイヤーは値下げを求めるとみられるという。
同氏は、値下げを迫られることを確実視し、値下げ幅がどの程度になるかの問題だと主張。
オーストラリアとパプアニューギニアのＬＮＧ輸出業者は、
輸出額が数十億豪ドル目減りするリスクにさらされていると述べた。
これに対して、石油サントスのノーマン氏は、ＬＮＧの長期供給契約では価格の変動の範囲が規定されているため、
価格が見直されるとしても緩やかなものにとどまるとみている。

【6月24日 AFP】オーストラリアの公共放送ABCは24日、
豪政府が西太平洋地域で存在感を強める中国に対抗するため、
米海兵隊の部隊を収容できる港湾施設を豪北部に建設する計画を進めていると報じた。
　ABCが複数の防衛当局者や政府関係者の話として伝えたところによると、
建設予定地は北部特別地域（Northern Territory、準州）の州都ダーウィン（Darwin）からおよそ40キロの場所。
ダーウィンは2015年に港湾を中国企業に貸与し、論争を引き起こした場所でもある。
　ダーウィンの港にはすでに軍事施設があり、訪豪した米軍の船が寄港している。
しかしABCによると、新設される予定の港は巨大な水陸両用艦に対し、
さらなる円滑な活動拠点としての役割を提供できるという。
　米国とオーストラリアは同盟関係にあり、
緊密な軍事協力の一環として2000人以上の米海兵隊の部隊がダーウィンにローテーション展開している。
　領有権問題がある南シナ海の島々に軍事拠点の建設を進めるなど、
近年中国が戦略的に極めて重要な西太平洋地域で影響力を増そうとしており、
米豪両国はこれに対抗するため、同域での軍事的存在感を高めている。
米豪両政府は先ごろ、オーストラリア北東にあるパプアニューギニアのマヌス島（Manus Island）に
共同基地を建設する計画を発表した。

　豪ダーウィン航空路火山灰情報センター（VAAC）によると、
パプアニューギニアのニューブリテン島では、きょう（26日）午前10時ごろから、
ウラウン山で爆発的噴火があいついで発生している。気象衛星ひまわり8号がとらえた。
　ニューブリテン島東部にそびえるウラウン山は標高2334メートル。
ビスマルク海を取り囲むように浮かぶ諸島のなかでも、最も活動が活発な火山。
　1970年1月に始まった活動では、6キロの長さに及ぶ溶岩流が発生。
1985年もマグマを噴き出す激しいストロンボリ式噴火が記録されている。
　26日午前10時ごろ（日本時間）の噴火は、噴煙の高さが4400メートルまで上昇。
その後、午後2時過ぎの噴火では上空1万3000メートルを超えたのを豪州気象局が確認している。
　ダーウィンVAACは航空カラーコードを危険度が最も高い赤に引き上げたが、
航空機の航路に深刻な影響を及ぼす可能性は低いとしている。
　　ラバウル火山観測所（RVO）は、火山灰が上空を覆っており、
呼吸器や目を傷つけるおそれがあると警戒をよびかけている。

East New Britain's Pomio cocoa farmers are gaining momentum in their efforts
to break into new global markets with about 100 farmers of Poio Ward in the Melkoi LLG
that have been engaged in the last 8 to 10 months in producing organic cocoa beans,
 to make its entrance into the Japanese market in the coming months.

This is a partnership with the PNG Government and the United Nations Development Program
that is now seeing great success.
UNDP Head of Environment Program, Edward Vrkic said,
"We have got an international partner which is Tachibana and Co,
a large confectionary company and they are working with us
and with communities to develop not only the export opportunities
but also the downstream product which is chocolate."

He also added that UNDP hopes to help increase opportunities for livelihoods,
take the pressure off PNG's natural resources and forestry exploitation,
start developing and using local knowledge and skills with a view to improving people's lives
by creating employment opportunities and hopefully a fantastic chocolate market in PNG.

Tachibana and Co is globally known for its confectionery and chocolate products.
Based in Japan, the large confectionary company has been greatly impressed by the cocoa produced in Pomio.

However, they have very strict market requirements and because of this,
the UNDP is working with the farmers in the Poio Ward to perfect the model of using the solar cocoa dryer
before they roll it out into other communities.

UNDP Pomio Focal Point, Raymon Joshua says,
"the cocoa must be produced in a way that it is not tainted with smoke on the fire,
so we came up with the solar cocoa dryer."

These efforts were given a significant boost with a second of K100, 000 funding
provided by the Pomio District Development Authority
which follows a previous investment made in September last year.

This money will support the continuing efforts of farmers
in the Melkoi LLG to construct a second solar cocoa dryer.
Pomio DDA CEO, Peter Peniat said,
"This project will change the livelihood of the people, will empower the people economically
and in a big way shift the mindset."

Deputy Provincial Administrator, Levi Mano added,
"The Cocoa Project has given them hope that they have to conserve the environment
and provide an alternative ways of increasing their earning capacity."
The first shipment of organic cocoa beans will be exported to Japan in mid-July,
while Tachibana and Co CEO will be travelling to Papua New Guinea for specific market agreements and formalities.
Upon the signing, two tons (32 bags) of organically dried cocoa beans will be exported to Japan
to be produced into different confectionary and chocolate products.
With each bag weighing 63.5 kilograms, Mr. Joshua said "We already negotiated for $5.00 per KG.
 It's quite high for the local market we have here. It's wonderful for the farmers."

ラウン （Ulawun）山（2334メートル）が26日に噴火し、上空高く溶岩を噴き上げた。現地当局によると27日現在、
この噴火の影響で約5000人が避難している。
　西ニューブリテン（West New Britain）州の防災当局によると、噴火が起きたのは午前7時（日本時間午前6時）ごろ。
複数の目撃者によると、島の北部で溶岩が幹線道路を分断したという。
　ウラウン山は、大噴火を起こす恐れが非常に高く「世界で最も危険」だとして
国際火山学地球内部化学協会（IAVCEI）がかつて集中観測の対象に指定していた「特定16火山（Decade Volcanoes）」の一つ。
今月初めの現地調査では、火山活動は「静か」で「状況が変化する兆候はない」と専門家が判断していた。
　州都キンベ（Kimbe）近郊のホスキンス空港（Hoskins Airport）へのニューギニア航空（Air Niugini）の乗り入れは全便キャンセルとなり、
オーストラリア・ダーウィン（Darwin）の航空路火山灰情報センター（VAAC）は、

TOKYO: Japan, the United States and Australia have picked a liquefied natural gas (LNG) project in Papua New Guinea
as their first case for joint financing in the Indo-Pacific region, planning to lend over US$1 billion (K3.3bil),
Nikkei has learned.

Three government-backed lenders - Japan Bank for International Cooperation (JBIC),
the US Overseas Private Investment Corp (OPIC)
and Australia's Export Finance and Insurance Corp (EFIC) - plan to issue a joint statement.

The three countries agreed in November to join hands in financing infrastructure projects
in the Indo-Pacific to offer an alternative to China's Belt and Road initiative.

The LNG project in Papua New Guinea marks the first project in this three-way cooperation.
A team from Japan, the US and Australia discussed the project with the government in Port Moresby in April.
Plans will be finalised over the next two to three years.

Additional assistance for power plants and communications infrastructure could follow.

Papua New Guinea has picked China's Huawei Technologies to build its internet infrastructure.

But Australia worries that military intelligence could be leaked to Beijing through the network.

Beijing is also assisting Vanuatu with building a port,
while China and Australia are competing over defence cooperation with Fiji.

Japan, the US and Australia also see other Pacific nations such as the Solomon Islands
and Palau as candidates for joint infrastructure financing.

They plan to send a delegation to members of the Association of Southeast Asian Nations
to examine potential projects.

The countries will abide by the G20 principles for quality infrastructure investment,
drafted at a meeting of finance ministers and central bankers held in early June.
The principles are expected to be formally adopted at the G20 summit in Osaka, Japan.

Washington will establish a new agency, the US International Development Finance Corp,
 as early as October to absorb OPIC.
The new lender will have a US$60 billion (K198bil) portfolio cap, nearly double OPIC's limit.
 Canberra is launching the Australian Infrastructure Financing Facility
for the Pacific in July with A$2 billion (K4.6bil) in funding, while expanding EFIC.
Combined with Japan's JBIC, which lends out US$15.8 billion (K52.3 billion) yearly,
the countries will be able to tackle even larger projects in the future.- Nikkei

マナム島の火山が大爆発した。
　マナム島は、パプアニューギニア北岸から約13キロ沖合に浮かぶ同名の島にそびえる標高1807メートルの火山。
豪州ダーウィンの航空路火山灰情報センター（VAAC）によると、
日本時間28日午後1時半ごろに始まった爆発は現在も続いていて
、噴煙の高さは最大1万5000メートル上空に到達したもよう。
