KIM Allen, a Papua New Guinean from Tubetube Island, Milne Bay,
was among selected Japanese graduating students at Nagoya University in Japan
to receive the Nagoya university president’s award.
“I am humbled and give glory to God for his grace and the opportunities,” he said.
“It is an honour to receive the Nagoya University president’s award,
to encourage fellow students to be positive change makers in their fields.”
Allen, is a masters student studying International Development at Nagoya University.
In 2021 he was selected to study at Nagoya University’s graduate School of International Development.
Allan was awarded the scholarship through the Asian Development Bank (ADB) and
Japan Scholarship Programme (JSP).
“I thank every individual and organisation that has supported me
in this journey,” he said.
Allen, is also the chairman of the Commonwealth Youth Council, advocating for youth development,
leadership and empowerment of young people across 56 Commonwealth countries.
He is also engaged in the international student exchange programmes
and youth forums while studying at Nagoya.
“Papua New Guineans can do greater change,” he said.
“Every person has potential, which must be harnessed to realise and create positive change.”
The Graduate School of International Development at Nagoya University offers students practical fieldwork
experiences overseas and domestically.
“The university offers excellent learning and practical experience
that students apply to improve their knowledge and skills in community engagements and communication,” he said.
“I have been fortunate to participate in the fieldwork in Japan to learn the culture, systems and lifestyle.”
“This engagement allows me to reflect on my development challenges in PNG.”
At the community and national level, Allen supports his community in Tubetube,
by addressing water and sanitation and education through library books.
He said that with his exposure he now thinks of,
“how I can improve the situation in my community and country within my influence and role”.
Allen encourages students interested in doing masters in Nagoya
to apply through the ADB-JSP, Japan’s Mext Scholarship or Japanese International Cooperation Agency.

THE K209 million Ramu transmission line project underway will secure power supply into Lae,
says PNG Power Limited (PPL) chief executive officer Obed Batia.
Batia said the Japan International Cooperation Agency (Jica) funded project had allowed f
or a second transmission line, running from Yonki Dam to Lae to reinforce the Ramu grid.
He said the intention with having two circuits to the grid was for redundancy.
“As you go up the highway, you’ll see the 132kV lines.”
“This second line will give us redundancy, so in the event where one line goes out,
we will still be able to use another line; the main target beneficiaries are customers in Lae.”
Batia said the project was made possible through concessional funding from Jica and the PNG Government.
He added that in the Ramu system under the Power Sector Development Project (PDP) with the Government,
Asian Development Bank and Australian Infrastructure Financing Facility for the Pacific,
PPL would run another line from the Taraka sub-station to Malahang to cater for the industries there.
Batia said the Government had signed power electrification agreement with Australia, the United States,
Japan and New Zealand to support PPL with grid intensification and expansion
and household connectivity electrification projects.
He said in the Ramu grid a line connecting to Tari and further extending
to the Hides gas project area was being constructed
where the second phase would be from Mt Hagen in Western Highlands to Yonki in Eastern Highlands.
“These opportunities were never there before
so we’re trying to make it happen now to ensure reliability and consistency,” he said.
“We’ll also have a second line from Hides in Tari (in Hela) all the way into Lae.”
The focus on the PDP is on the three main grids (Port Moresby, Ramu and Gazelle)
and is expected to increased households connections by 100,000 per annum
to meet the 70 per cent electrification target of 2030. PPL has 17 mini-grid networks,
mostly by diesel generation, 900km of high voltage power lines and 2,589km of distribution lines in the country.

12億4,800万円の新たな無償資金協力に関する書簡の署名を行いました。

日本政府と国連児童基金（UNICEF）は、フィジー、キリバス、
パプアニューギニア及びソロモン諸島におけるデジタルヘルス・システムを強化するため、
12億4,800万円の新たな無償資金協力に関する書簡の署名を行いました。
これらの太平洋島嶼国4カ国は、ワクチン接種率を個人レベルまで管理できる情報システムや
デジタルヘルスへの取り組みなど、予防接種に関する支援を受けます。
「日本政府および国民を代表し、UNICEF太平洋事務所代表のジョナサン・ヴァイチ氏とともに、
予防接種のデータの収集、電子化、保管、アクセス性の向上に対する効果的な支援を拡大するための
『太平洋島嶼国における感染症対策のためのデジタルヘルス・システム支援計画』に対する
日本政府の資金協力を実施できることを光栄に思います。」と、
川上文博 駐フィジー日本国特命全権大使が述べました。
川上文博大使はまた、
「このようなデジタルヘルス・エコシステムを構築することで、
最前線で活動する保健員がサービス提供やプライマリーケアの質を向上させることができます。
この新たなシステムは、新型コロナウイルス感染症（COVID-19）のワクチン接種の情報把握だけでなく、
定期予防接種事業にも展開されます。本事業は、COVID-19のパンデミックで得た教訓を感染症の
監視、予防、対応、保護プログラムの改善に生かし、
保健ケアサービスの向上を後押しするでしょう。」と語りました。
予防接種情報システムがデジタルヘルス・エコシステムに統合されるようにするため、
UNICEFは4カ国の保健省のリーダーシップの下、現場での支援を行います。
また、UNICEFは、保健員が新しいシステムを利用できるようにするための能力強化を支援し、
本事業の持続可能性を推進します。
UNICEF太平洋事務所代表のジョナサン・ヴァイチは、
「この度のご支援により、今後2年間で太平洋地域の何百万人もの人々が恩恵を受けます。
その中には、4カ国の550以上の保健施設で働く1,450人の保健員が含まれます。
子どもたちが命を守る予防接種の機会を失うことがないよう、
確固たるデジタル予防接種情報システムが不可欠です。」と述べました。
本パートナーシップの締結に加え、
日本政府とUNICEFは本日、必要不可欠なコールドチェーン機材をフィジーの保健・医療サービス省に引き渡しました。
これらの機材は、継続的なCOVID-19ワクチン接種や定期予防接種に関する備えや対応を補完するためのものです。
「フィジーを含む太平洋島嶼国における感染症対策のためのデジタルヘルス・システム支援に対する
日本政府の資金援助は、まさに時宜を得たものです。
本事業は2023年3月に開始され、保健・医療サービス省との協力のもと、24カ月間にわたって実施される予定です。」と、
ラトゥ・アトニオ・ランビジ・ラランバラブ・フィジー保健・医療サービス大臣が述べました。
ラランバラブ大臣はまた、「この度、フィジーのワクチン中央倉庫に新しいウォークイン冷蔵室が設置されました。
これにより国レベルでのワクチン保管能力が1万リットルから2万リットルに倍増し、
国のワクチン保管能力が大きく向上します。」と語りました。
今回提供されたコールドチェーン機材は、ワクチンを摂氏2度から8度で管理するための国のコールドチェーン能力を大幅に強化するものです。
また、ワクチン輸送に使用する保冷剤の凍結も可能になります。
さらに、太陽光発電式の冷凍・冷蔵庫により、電力のない地域や安定した電力供給が1日8時間未満の地域でも、
2度から8度でワクチンを保管できるようになります。
川上文博大使は、
「フィジーの保健省にウォークイン冷蔵室を含む追加のコールドチェーン機材の引き渡しを行うことができ、大変嬉しく思います。
このウォークイン冷蔵室は、フィジー、ミクロネシア連邦、キリバス、マーシャル諸島、パラオを対象とした、
『太平洋島嶼国における予防接種プログラム強化計画』による支援で提供されたものです。
近年における世界で最も致命的なパンデミックに直面した太平洋島嶼国の人々のレジリエンス（回復力）は、賞賛に値するものです。
政府や国民の懸命な努力により、今に至っているのです。
日本が太平洋島嶼国に対し、COVID-19のパンデミックを乗り越えるための支援を提供できたことを嬉しく思います。」 と語りました。

◎ アメリカ政府高官 ソロモン諸島と初の戦略対話 中国をけん制

アメリカのホワイトハウスは28日、南太平洋のソロモン諸島と政府高官による初の戦略対話を行ったと発表しました。
ソロモン諸島をめぐっては去年、中国が安全保障に関する協定を締結するなど影響力を強めていて、
アメリカとしては関係を強化して巻き返しを図りたい考えです。
戦略対話にはアメリカ側からホワイトハウスのNSC＝国家安全保障会議のキャンベル・インド太平洋調整官や沿岸警備隊、
それに国務省の高官らが出席し、ソロモン諸島側と海洋資源の保護や経済発展、教育などについて議論を交わしました。
その結果、ソロモン諸島の大学を支援していくことや、年内に再び対話を開催することで一致したということです。
ソロモン諸島をめぐっては、中国が去年、安全保障に関する協定を結ぶなど影響力を強めていて、
アメリカはこれに対抗するため先月、現地に大使館を開設しています。
アメリカとしては戦略対話を続け、関係を強化することで中国に対して巻き返しを図りたい考えです。
アメリカ政府の高官らはこのほかにもパプアニューギニアやバヌアツ、フィジーなどの島しょ国を訪問していて、
南太平洋で影響力を拡大させようとする中国をけん制した形です。
